Factory licence, consent to operate, shops and establishments registration, professional tax and labour welfare fund all differ by state — and sometimes by municipal corporation within a state.

More than 180 QCOs now cover steel, chemicals, machinery and components. Each gives six to twelve months before non-certified goods become unsellable, which is less than most supplier qualification cycles.

Occupier liability is personal and criminal

Under the Factories Act and the OSH Code the named occupier faces imprisonment exposure for safety contraventions. That is a different conversation from a monetary penalty.
