The challenge
Where they started
Compliance was tracked by each plant separately, in formats each plant had invented. Corporate had a consolidated calendar built from Central law only, which meant roughly half the actual obligation load — the state layer — was invisible at group level. The company secretary signed a compliance certificate supporting the board’s Section 134(5) statement on the strength of monthly confirmations from plant heads, none of which were evidenced.
The approach
What we did
- Modelled all eleven plants with state, category, headcount, installed capacity and process classification in the first four weeks
- Ran a physical licence audit across every site, producing the group’s first complete register of licences, consents and registrations
- Extracted conditions from every consent order and factory licence and converted them into tracked obligations with owners
- Built the named statutory role register, identifying who was occupier, manager and safety officer at each site
- Routed obligations to plant owners with acknowledgement, and gave corporate a read-only assurance view
