Built by practitioners who could not find the tool they needed

Regulens was founded by people who spent a combined twenty-eight years inside compliance and regulatory change functions, where the most important system in the department was a spreadsheet everyone knew was fragile.

Regulens started with a spreadsheet, in a plant office in Pune.

Our founding team spent a combined twenty-six years inside compliance, company secretarial and EHS functions at Indian manufacturers, an NBFC and a listed pharmaceutical group. In every one of those roles, the machinery that mattered most was a workbook — forty tabs, one owner, no version control — mapping Acts to sites to people.

Everyone knew it was fragile. Nobody had a better option.

The products available were either a law firm newsletter that told you a notification existed, or a GRC platform that assumed you had already worked out what applied to you. Neither did the part that consumed the week: deciding which of the eleven plants a notification actually landed on, breaking it into things a plant HR manager could act on, and being able to show an inspector what you had done.

That gap is bigger in India than almost anywhere. One Central rule arrives with thirty-six state variants underneath it. A large share of obligations carry personal criminal liability for a named individual, and that individual usually does not know which ones. Compliance is not one rulebook — it is roughly sixty-nine thousand obligations distributed across Acts, Rules, notifications, state amendments and licence conditions, most of which exist in no single place.

We built Regulens to do that work properly.

Principles

Five things we will not trade away

These constrain the product. Some of them cost us deals, and we would rather that than the alternative.

Primary sources or nothing

We read the gazette, the notification and the state amendment — not a summary of a summary. Every obligation carries an anchor to the provision it came from, and if we cannot cite it we do not assert it.

The state layer is not optional

Central law is the easy half. Most compliance registers we are asked to reconcile are built from Central legislation alone and miss forty to sixty percent of the actual obligation load. We maintain all thirty-six state and UT regimes separately because they genuinely differ.

Refusal beats invention

In this domain a confident wrong answer is worse than no answer — particularly where a general model will answer an Indian question with reasoning imported from a regime that does not apply. Our systems decline when grounding is insufficient, and we measure how often they should have.

Personal exposure should be visible to the person carrying it

A named occupier or officer in default carries criminal liability. They are entitled to know which obligations, and to have the information and authority to manage them. We make that explicit rather than leaving it in a statute nobody reads.

The customer owns the record

Your assessments, licence register, site graph, interpretations and evidence are yours. Exportable at any time, in structured form, at no charge. A platform that holds your compliance record hostage is a risk, not a vendor.

Say what it does not do

Every module page on this site states its limits, and the pricing page names who should not buy this. If our platform is the wrong answer for your footprint, we would rather tell you than sell you a subscription you resent in eight months.

How we got here

  1. 2021

    Founded in Bengaluru

    Three founders from company secretarial, EHS and data engineering. The first prototype scoped a single factory licence in Karnataka.

  2. 2022

    First production customer

    A Pune-based auto component manufacturer goes live across four plants in three states.

  3. 2023

    Obligations Library launched

    Section-level decomposition ships with 18,000 reviewed obligations, including the first state-variant tracking. Series A raised.

  4. 2024

    All 28 states and UTs covered

    State and UT coverage completed across labour, EHS and licensing. Impact propagation moves assessment from weeks to days.

  5. 2025

    Copilot launched

    Grounded, cited answering across Central and state corpora. ISO 27001 certified; DPDP readiness programme completed.

  6. 2026

    Policy and BRD Automation reach early access

    Mumbai and Gurugram offices open. Obligation library passes 69,000.

  7. 2027

    Compliance Audit design partner programme

    Compliance Audit enters the design partner programme, testing obligations against live ERP, HRMS and plant data.
