The first complete list of what licence each of 420 outlets held

A retail chain built its first outlet-level licence register, forecast EPR liability in advance, and moved dark patterns review into the product release process.

The challenge

Where they started

Store openings were run by a regional expansion team that obtained licences and moved on. There was no central register, and the company could not say with confidence which outlets held a valid FSSAI licence, trade licence and fire NOC. Separately, plastic packaging EPR compensation had arrived as an unbudgeted demand two years running, and the e-commerce team had shipped several interface patterns that fell within the CCPA dark patterns guidelines.

The approach

What we did

  • Ran an outlet-level licence audit across all 420 stores and warehouses, capturing issuing authority, validity and named holder
  • Set renewal alerting on application lead time per authority rather than on expiry date
  • Built monthly tracking of plastic introduced to market by category against certificates procured, with shortfall computed using the published formula
  • Expressed the thirteen dark patterns as concrete design rules in the design system, checked at release rather than by legal review
  • Scoped state labelling and Legal Metrology obligations to SKU and pack size
“We had four hundred outlets and no single list of what licence each one held. Building that list was the whole value in year one; everything else was a bonus.”
